In 1954, he joined the International Civil Service and came to the headquarters of UNESCO. Here he was elected as the President of UNESCO Staff Union for several years. The foresight and courage he showed to protect the rights of employees spread to all the international organizations of the UNO and the Federation of Unions of all the organizations of the United Nations also elected him as their joint president for a long time. In this capacity, Naseem Baig clashed several times with the dictatorial director of UNESCO, Jazal René Maheu. In every such confrontation, the Director General always kept his mouth shut and on a personal level, he tried his best to put all kinds of sides in Naseem Baig's employment. It was the courage of Naseem Beg Sahib that he successfully stood his ground of justice regardless of the retaliatory actions of the Director General and has just retired from there after thirty years of selfless service in UNESCO.”
“In October 1968, I was sent to Paris as the head of the Pakistani delegation to participate in the Jezal Conference of UNESCO. There, I saw the trend that the leader of the delegation of almost every country criticizes and criticizes the Director General verbally. India, Russia and America were all against me. India was against me only because I was a Pakistani, but Russia and the United States had a common cause of resentment that I was taking an active part in the campaign to make China a member of UNESCO. Apart from this, the United States also had a complaint that it did not miss any opportunity to strongly protest against Israel for mutilating and erasing Islamic historical monuments and Islamic cultural symbols in Jerusalem and the occupied Arab territories. Now, on top of that, the Director General has also agreed to oppose me. He gathered his followers and ordered them to prevent me from joining the Executive Board at all costs.”
“In comparison to this overwhelming array of opposing forces, my trust was only in Allah Almighty. Naseem Anwar Baig also used his influence to my advantage, and turned his office into a virtual campaign center for me. Three members of the Pakistani delegation, Tanveer Ahmed Khan, late Abdul Latif and Dhaka's Begum Ruqia Kabir did very useful work day and night with hard work and dedication. Fortunately, in those days, the Arab countries had presented this resolution in the General Conference that Arabic should be given the status of an international language like English, French, Spanish and Russian languages ​​in UNESCO. America, Great Britain and all the European countries along with their allies were bent on opposing this proposal. After some preparation and hard work, I gave such speeches in favor of the Arabic language at every opportunity that the delegations of the Arab countries were satisfied and left the leadership of this movement in UNESCO to me. At the same time, I learned that the entire group of Arab countries, ignoring all pressure and opposition, agreed to vote for me in the election of the Executive Board. Thus, I also received indications from groups in Africa and Latin America that they also agreed to vote in my favor. This was probably because he wanted to send a person to the Executive Board who could speak openly about the dictatorship and malfeasance of the Director General. All these reasons, guesses and speculations were just childish consolations. The real thing was only that the grace of Allah was involved and when the election was held, I got 91 votes out of 117 and was elected as a member of the Executive Board for six years.”
“As a member of the Executive Board, I had the opportunity to explore the inside and outside of UNESCO. All in all I hollowed it out inside and out. Warm speech is his soul and hidden paper is his garment. Within its four walls, every other year, a flood of written and spoken words rises like Noah's flood, and as soon as a new budget and program is approved, it subsides and disappears underground. UNESCO has its own tone, its own terminology and its own style, on its own particular language of writing and speech. Their condition was forced to be accepted and representatives of some youth organizations were also included in the seminar session.”

There was a big debate in the Executive Board against the approval of the second post of Deputy Director General. René Maho took the proposal to the General Council. By chance, it was my turn to speak there first. I vehemently opposed this proposal by analyzing the data from an administrative point of view and concluded my speech with these words.

“For the children of Palestinian refugees, UNESCO opened many schools at its own expense in Jerusalem, the West Bank and the Gaza Strip. Trained Muslim teachers were also appointed in these schools with the approval of UNESCO and the textbooks taught in them were also approved by UNESCO. When these areas, including Jerusalem, were occupied by Israel, news gradually began to come that the Israeli government had defaced these schools. Muslim teachers appointed by UNESCO have been forced to sit at home. They receive a regular salary, but are not allowed to come near any school. If a teacher utters a word of complaint somewhere, he, along with his children, is subjected to unspeakable cruelty and violence. Instead of these Muslim teachers, every school is now staffed by staunch Jewish staff to teach Palestinian refugee children. Apart from this, UNESCO approved textbooks have also been removed from the curriculum of every school. And in their place, such books are now being taught, which contain very misleading, filthy and shameful propaganda against Islam, the blessed character of Islam and Arab history and culture.”
