On the appeal of religious parties, a series of strikes and demonstrations began in various cities across Pakistan. The demand to declare the Qadianis as a non-Muslim minority gained momentum. At that time Nawabzada Nasrullah Khan, Maulana Shah Ahmed Noorani, Mufti Mehmood, Professor Ghafoor Ahmed were present as members in the National Assembly. who called an emergency meeting of leaders of political and religious parties. The Bhutto government through Law Minister Abdul Hafeez Pirzada presented a constitutional amendment in the assembly. In which the Qadianis were demanded to be declared a non-Muslim minority.
