A meeting of Senate Functional Committee on Devolution was held under the chairmanship of Senator Zameer Hussain, in which a detailed review of the transfer of powers and its implementation after the eighteenth constitutional amendment was conducted.
During the meeting, various proposals related to the reorganization of the federal government, reducing the number of ministries and limiting the scope of the federal government as per the constitutional requirements were also discussed in detail.
The committee members said that unnecessary ministries should be eliminated annually 4 From 5 It is possible to save thousands of billions of rupees. The federal government should operate within a limited scope according to the constitution. The committee also demanded to ensure full implementation of the constitutional role and powers of the Council of Common Interests.

اجلاس کے دوران سینیٹر جان محمد بلیدی نے کہا کہ مشترکہ مفادات کونسل کے اجلاس نہ ہونے سے آئینی تقاضے متاثر ہو رہے ہیں۔ انہوں نے کہا کہ ملک کو مالی بحران سے نکالنے کے لیے حکومتی اخراجات میں نمایاں کمی ضروری ہے، آئی ایم ایف پر انحصار کم کرنے کے لیے وفاقی اخراجات اور وزارتوں کا ازسرِنو جائزہ لیا جائے، جبکہ این ایف سی اور مشترکہ مفادات کونسل سمیت آئینی اداروں کو فعال بنایا جائے۔ کمیٹی میں اس بات پر اتفاق رائے پایا گیا کہ آئینی ادارے فعال ہوں گے تو وفاق اور صوبوں کے کئی مسائل حل ہو سکیں گے۔

انہوں نے سوال اٹھایا کہ وفاقی حکومت صوبوں کو تیل اور گیس کے پیسے کیوں نہیں دے رہی۔ صوبوں کو ان کا حصہ نہ دینا بری حکمرانی ہے۔ حکومت نہ اٹھارہویں آئینی ترمیم پر عملدرآمد کر رہی ہے اور نہ ہی صوبوں کو سپورٹ کر رہی ہے۔

اجلاس میں آئین کے آرٹیکل 38(جی) پر عملدرآمد سے متعلق تقرریوں کے طریقہ کار پر کمیٹی کو رپورٹ پیش کی گئی جبکہ وزارتِ پیٹرولیم نے آئین کے آرٹیکل 172(3) پر عملدرآمد کے حوالے سے بریفنگ دی۔ کنویئر کمیٹی نے زور دیا کہ ہر ادارہ اپنی آئینی ذمہ داری ادا کرے اور آئین پر مکمل عملدرآمد یقینی بنایا جائے۔

کنویئر کمیٹی نے کہا کہ تیل و گیس پیدا کرنے والے صوبوں کو ان کا آئینی حق نہ دینا سنگین خلاف ورزی ہے ۔ خیبرپختونخوا و سندھ کو تیل و گیس سے حاصل ہونے والے فوائد سے محروم رکھا جا رہا ہے۔

Later, the committee expressed concern over the non-representation of the oil and gas producing areas in the relevant institutions and directed the committee to provide the complete details of the income from oil and gas.

کمیٹی نے اس بات پر بھی زور دیا کہ صوبوں کے آئینی حقوق کے تحفظ کے بغیر وفاق مضبوط نہیں ہو سکتا، آئین پر عمل نہ ہونے سے سیاسی اور انتظامی مسائل جنم لیتے ہیں۔ سرکاری اداروں میں غیر ضروری اخراجات کم کر کے قومی وسائل بچائے جا سکتے ہیں، اس لیے ڈپلیکیٹ محکموں اور غیر ضروری اخراجات کا بھی جامع جائزہ لیا جانا چاہیے۔
